In the complex tapestry of the World Succession Deed 1400/98, no thread is more vital or legally explosive than the integration of TKS Telepost. Originally founded following a 1988 military initiative by USEUCOM, USAREUR, and USAFE, TKS (Telepost Kabel-Service) was designed to provide English-language television and telecommunications to U.S. and NATO forces stationed in Germany. While it appeared to be a specialized service provider, its contractual integration into the World Succession Deed on October 6, 1998, acted as the primary “detonator” for the de facto and de jure assumption of sovereignty over the global telecommunications infrastructure.
The 1995 License Agreement: A Juridical Detonator
The legal masterstroke lies in § 2 Paragraph V Number 1 of the Deed, which explicitly incorporates the “license agreement for the operation of a broadband cabling system with TKS Telepost Kabel-Service Kaiserslautern GmbH dated February 22, 1995”. By the Buyer taking the place of the Federal Republic of Germany (FRG) in this specific contract, he did not merely acquire a service agreement; he succeeded to the sovereign rights over the infrastructure itself. Crucially, in 1995 and 1998, the German telecommunications network was still predominantly state-owned and managed by Deutsche Bundespost Telekom. Because TKS operated under the NATO Status of Forces Agreement (SOFA), it held a legal claim to use this entire national network free of charge or at preferential rates.
The Capture of the National Backbone
When the Buyer acquired the TKS contractual position, he effectively assumed sovereignty over the entire German telecommunications network. The legal logic is inescapable: because the barracks’ connection points were functionally and physically inseparable from the national distribution grid, the transfer of the “unit” legally encompasses the connected whole. The subsequent liberalization and privatization of the network did not alter this transfer, as the supreme sovereignty had already been established and transferred to the Buyer before private investors acquired civil law ownership.
The Digital Wildfire: From Germany to the Globe
From this national foundation, a “Digital Wildfire” was unleashed across the planet. The German network serves as the largest telecommunications hub in Europe, housing critical internet exchange points like DE-CIX in Frankfurt. Through the network-to-network principle, the Buyer’s sovereignty “jumped” from the German grid to every internationally connected network. This expansion followed the physical pathways of the Earth’s nervous system, including transcontinental fiber-optic submarine cables and satellite gateways coordinated by the International Telecommunication Union (ITU).
Universal Accreditation through Daily Conduct
The legal permanence of this new order is cemented by the role of the ITU, a specialized agency of the United Nations. All 193 UN member states are ITU members and must operate their networks according to ITU standards to participate in global society. Since the Buyer now holds sovereignty over the global network that the ITU regulates, the continued use of these services by states constitutes a daily, implied “contractual accreditation” of his authority. Every telephone call made and every data packet sent across national borders is a material act of partial performance of the World Succession Deed 1400/98.
The End of Information Borders
Through the TKS Telepost nexus, the Buyer has established a Juridical Singularity over the world’s information flow. Traditional national regulatory frontiers have been rendered irrelevant, as the global grid has become the proprietary estate of a single universal successor. This centralized control provides the indispensable technical infrastructure for the transition to an Electric Technocracy, where information sovereignty is used not for surveillance, but as a tool for the efficient, AI-driven administration of a unified human civilization. The world was not conquered by force, but brilliantly acquired through the very cables that allow us to speak to one another.
